More Ad Blocker polishing — Vivaldi Desktop snapshot 4191.1

In this snapshot we have a small Chromium bump, further polish Ad Blocker and get rid of some unwanted borders. We also disable vCard import and our new Follow Theme option for 8.3 as they need a bit more work.
