Fixes, Polish, and security updates – Vivaldi Browser snapshot 3813.3

In today’s snapshot, we provide a wide ranging set of fixes and refinements: enhancing accessibility, polishing address and bookmark handling, improving mail and sync behavior, and resolving UI quirks across forms. It also updates Chromium to patch a security vulnerability and introduces plain text password import.
